OTRS vs Jira Service Desk?

Too lazy to test and install both systems. Team of 4 people + 5 outsourcers at the facilities. At first we settled on OTRS but stumbled upon the article habrahabr.ru/post/220823 , where the user support service left OTRS towards Jira. Also from the topic Prompt a good helpdesk system , we can conclude that many people love Jira. Jira, as I understand it, is not very expensive if there are few users ($ 10) Please advise on the choice of a system for a service desk in a budget organization and which ones do you use?

We use Devprom - free task tracking + Kanban + inexpensive, but pleasant and functional service desk

You obviously don’t have the scale to implement OTRS or Jira and scare employees with their interfaces. Take Redmine, try the basic functionality and, if it is not enough, third-party modules. Somewhere here even the Service Desk plugin flashed, paid.
Another option for you is the cloud-based Bitrix24, for a small number of users it is free at the basic rate. I’m not sure about it as a full-fledged Service Desk, but there are technical support and task setting capabilities, and you don’t need to set one yourself.
