Officially 10.8 did not come out on disks. To be honest, I don’t remember exactly if 10.7 came out on disks.
There are two options for solving the problem:
1. Official. Install the latest version of OS X that came out on discs (10.6 for sure, 10.7 not sure). Then it will be updated to 10.8
2. Not official. It seems that somewhere I saw 10.8 install.app converted into an installation disk .. You can try to download, burn to disk and install ..
