Organizer with password for Windows - an alternative to do-Organizer?

Hello,
for 10 years I have been using the wonderful program from GemX -do-Organizer.
For storage of various private trash.
Unfortunately, this company no longer exists for a long time, there are certain inconveniences in the software.
I decided to look for a similar combine, but I can’t find anything sensible.
Who uses what, who will tell you what?
Requirements:
- reliable data protection with a password;
- no synchronization with the clouds;
- for Windows;
- the ability to attach files;
- create simple notes, something similar to evernote;
