Organization of the database in the web. What to choose?

Hello everybody! =)
There is a real estate agency. It is necessary to organize on the web a database of apartments maintained by this agency.
All this is needed for internal use, but it is on the web. So that employees have access from anywhere
What is needed:
1. Custom fields of various types (to organize the actual form for filling in objects. Which realtor leads, transaction stages, object parameters, etc.)
2. Custom access levels (who can read, who can edit
3. Attaching files and images to objects
4. Free solution =)
Redmine can be well customized for this, but there is only virtual hosting - Redmine cannot be raised.
Other bug trackers (EGW and Mantis) could not be optimized. Fields can be added, but it is impossible to remove existing ones normally. But we still have a specialized use. And a different indication of versions, as well as accounting for working hours, is unnecessary for us.
I tend to raise something like this on Wordpress (Oo), but it’s too much to be customized with plugins =)
Maybe there is some solution and a suitable CMS?

It's easier to sit down and throw on Yii2 or Laravel than torturing the CMS.

Drupal 7 customization of fields and access rights out of the box, data output views + additional modules, you may need to code a little. But you need experience with Drupal :)
And on Wordpress, you can also raise it, but it’s better to file your plugin + customize themes to suit your needs.

Added a 4th paragraph to the description. Alas, the solution should be free. Because it seems to be necessary, but no one will pay for it.
As a matter of fact , a specialized real estate system is not required . Something is required that will have custom fields. As I wrote above, a tracker (bug tracker) would be ideal. Unfortunately, not all of them can configure all fields and remove unnecessary ones.
