Organization of a simple workflow

Now I'm working on organizing a simple workflow.
Main task: assignment of orders/instructions to individual users or groups.
It is necessary to make this as simple as possible, since then I will have to maintain this system. And our people are conservative, and they don't like computers very much :-)

As an option, there was such an idea: the phpBB forum. New topic, new order. The topic is closed - the order is executed.
Everything would be fine, but I can't figure out how to bind users to a specific topic. Or set up user access rights to a particular topic. (phpBB can only do this for forms. Nothing for themes).

Tell me how to finish this on phpBB (or on some other engine).
I will also be glad to alternative implementation ideas

Issue trackers and tickets are also considered insufficiently primitive system?
Some trac or redmine with modified "for ease of understanding" templates and entity names, IMHO, will suit you.

Teamer.ru recently advised me here, a great thing. There are tasks, they have comments and the ability to attach files. The interface is modern minimalistic, I am pleased with the find.
