A collective farm is located on one web server for development and testing. About 10-20 people work at the same time. And they often have to add hosts.
Restart and reload of services leads to the fact that the server falls off for a while.
What options can you recommend to solve this problem?

during reload it should not fall off, unless the config turns out to be crooked and it is changed / reloaded until it starts
if it continues to "fall off" - deal with the local DNS
