The situation is as follows:
Access to the FreeBSD server was given for temporary use (until the real admin returns).
It raised an IPSEC tunnel to the branch and an OpenVPN server.
Everything works great, but there is such an ambush - when a remote client connects via OpenVPN, it has access to local resources, but there is no access to resources via an IPSEC tunnel.
Tell me - in which direction to dig, 3 days of googling have not helped in any way.

Understood at last. As usual, the problem was elsewhere and in the routing.
It was necessary to add a route for the OpenVPN subnet through the gif tunnel on the server in the branch.
