OpenSource CrossPlatform VPN Network?

I ran into a problem, quite primitive, but annoying at the same time: Hamachi/Garena/Tunngle under Linux. You can still make friends with the first one, but with the rest - trouble.
There was an idea to implement it all by means of IRC + OpenVPN.
1. Authorization through the database
2. The bot on the channel will be responsible for routing.
3. Moving from room to room will be tantamount to changing the route.
4. OpenVpn included a “manager” for a server that can kill connections. I ran
into the problem of competently building this all and scalability.
The openvpn server is not a problem. You need to cut the speed there and even fire it up a little (why do we need netbios there?). It is possible to unload servers by means of dns.
But there are problems with the scalability of IRC and the bot - I never did it. Adviсe?
And how to make a client correctly - so as not to write instructions on the page?
Or am I inventing the two-wheeled vehicle that already exists?

Why for IRC? there are, for sure, ready-made solutions for jabber. and it’s not entirely clear how a server chat bot will help in your business, especially since there are openvpn clients for all platforms
