To begin with, I corrected the structure of the module in terms of the language part so that it lies in the correct directories.
But when you try to manually upload files where they do not exist, various errors begin to fly out.
It seems to me that the whole problem is in connecting the module in the header.php file.
The official ulogin documentation says to connect like this:
$data['ulogin_form_marker'] = $this->load->controller('module/ulogin');
but it seems to me that in version 2.2 you need to do it somehow differently.
PS: This is my first time working with a module for opencart and opencart itself at the level of connecting modules, so I will be grateful for a comprehensive answer.

the issue is resolved by creating additional /default/template directories. In any case, everything worked for me.
