If left empty <meta property="og:title" content="" />

The presentation of opengraph data pulled from the site is the area of influence of the social network itself.
If VK and Facebook do not want to leave links without a title, they will ignore an empty or too short tag, choosing a title on their own.
Good comparison: Google will ignore the empty (and sometimes just repeating) description meta tag, substituting the text of its choice there.
