Only copying files from balls under Win?

There was a need to prohibit copying from the balls. The essence of the matter is that the user can only copy the file from the balls, not read or change. How can I do that ? and is it real at all. From properties of the folder and the user looked there only "reading and extraction". I will be grateful for any answers. The ball lies on the FTP server, it is spinning on Win Server 2008 R2, if it matters.

How do you imagine copying a file without being able to read it? And decide - do you have a Windows share or is it still an FTP server? :-)
