Strange task. By changing the formulas, the admin will also change some data. Indeed, in Excel there is no clear division into instructions and data, they can be mixed even within the same cell. So even if you make a bicycle, you will need a lot of clarifications in what form it should work, what features the admin should have, etc.
If, in general, users do not need to save data, then you can simply make a table with read permissions . And then let everyone copy it to himself (the "create a copy" command). When an admin needs to make a change, all users must delete the old copy and make a new one from the source. The price of the issue is an extra click for each user.
