I thought about something similar (well, at the forum level, of course, without services, but you can organize a lot of functionality through the forum, it’s just not automated), but I realized that our residents (well, average people like that, both pensioners and young people are quite wealthy) no one needs it all. They are much more comfortable with paper announcements by the elevator. Some, I'm sure, and the Internet is not needed.
Therefore, IMHO, such things as a portal / forum for the home, let's say, will be needed in homes where many young, progressive people live. The first thing that comes to mind is student dorms, but most often there are already some solutions. Perhaps some new houses with a large number of young families - when moving, you still get used to a lot, it will be easier to instill the habit of visiting a resource at home.

Linking the site to the service housing office (OSMD) is required, otherwise the meaning is lost.

Yes, it's a good business idea, but nothing revolutionary. This approach has long existed in the West, where houses and apartments are combined into complexes and communities. Each complex / community has its own service company with its own set of services. Often this is built as a monthly payment, including a set of services (similar to our rent), plus additional. services (clean carpet, fix pipes, send your mail, take out your trash, wake you up, order a taxi, buy theater tickets, etc.).
I do not agree that these services should be provided exclusively by the state. There should be a choice in case the service is poor and tenants want to use another office (healthy competition increases the quality of service and lowers the cost).
