One desktop for two users Windows 10 1809?

Hello. In the latest update, Windows 10 encountered such a problem - there are 2 users, if one user installs the application, then the application shortcut is created not only on the desktop of this user, but also on the desktop of the second. If the second user deletes these shortcuts on his table, then they are also deleted from the first user on his table. If you install the application not in Program Files, but in the user's folder (%USERPROFILE%), then the address of the shortcut is changed depending on who is logged in, and, accordingly, one of the users will have a shortcut with an incorrect address.
In short - how to make shortcuts between desktops not synchronized?

From the folder C:\Users\Public\Desktop, transfer the shortcut to the user profile %USERPROFILE%\Desktop.

This folder is empty.
There is a "Location" in the properties of the shortcut.
Addition: the program can be "sent" to the desktop, that is, create a shortcut. It will be in your profile.

remove shortcut from desktop. then create a shortcut on the desktops of those users on which you need it.
