On what to write the client under Windows?

Good afternoon!
The essence of the issue is this, there is a site on which people leave an application, the application falls on the mail.
The task is to write a client under Windows, which will notify that a new application has appeared on the site, plus receive this application. On what to write this client? Maybe there are similar examples? I will be grateful. It would be easier if the admin panel of the site was opened through this client, that is, it would act as a web browser with only notifications. I hope I explained not clumsily. Thank you.

Maybe also java, but I'm not sure if there is a web browser there. Although there certainly is.
You can do it as a browser plugin.
And if you remove the requirement about the site admin panel (which, IMHO, is clearly superfluous) - then generally on anything.
