On what to write a player?

You need the most browser-supported player. On html is not an option, not everyone has it. It's hard on flash. Maybe there are already ready-made solutions like audio.js, but only "stuffing", it's just that they immediately have a player there, and it's difficult to deal with styles, I've tried it already.

html5+js+flash - through fail-over descent... (look in google for exactly how such code is written) See here
for an example of such an implementation .

Hiring a freelancer is ideal for your requirements. It's hard to figure everything out on your own.
