You can do it.
There can be as many tagged VLANs on one port, and no more than one untagged one. And at the same time. Exception - the second untagged may be the Voice VLAN.
At the same time, it is strongly not recommended to have the same VLAN on the port, both tagged and client.

Well, kind of possible. Specify native vlan. Then traffic without a tag that hit this port will receive the tag of this native vlan.
