How does channel rewind work on iptv Rostelecom (or other providers)? What iron and the equipment costs?

Well, with iptv everything is simple. A big and expensive signal comes from the satellite, it converts it into a video stream and multicasts it over the network. It is simple and clear and there is not much traffic.
How about rewind? Unicast? 300 people 20 Gbps traffic busy? Or am I behind the times network cards that pass 20 Gbps for a long time the norm? Or how does it work there?
What about the records? Is the xhd speed enough for 300 people to watch the same file in different places at the same time, or are there ssds?

Well, with iptv everything is simple

You have a very primitive idea. Content can be delivered to an IPTV/KTV station in very different ways, and the satellite (it's just a medium) is chosen only because of the independence from damage to the cable route and the absence of the need to build this route to foreign content providers.
Modern operators provide packages of 200+ channels, if we take HD quality, then in total it will be 1GE of traffic.
