PC-based internet switch?

Hello. Help, please, to build a small home network. The problem is the lack of a gigabit switch. I want to connect a gigabit internet cable to my main computer directly. This cable is connected to the input on the motherboard 1000mb. Another 100mb network card is installed in the computer. From it, I want to distribute wi-fi through the Asus RT-N10E router. At the same time, it is desirable that wi-fi should work even when the computer is turned off. When it is off, the LEDs on both NICs are lit. Tried a bunch of options. With the most correct option, as for me, an error pops up on the tablet "The wrong dynamic or static IP address is set."
The provider's IP address is static.
Motherboard Gigabyte GA-970A-UD3P.
Is it even possible to do this? If yes, where should I look?

On a running computer it is possible, on a turned off it is not.
PS
It's all the same "crooked scheme". Buy a normal router (not necessarily a new one) and start living.
