On the local network, the time is behind by seconds, what is the reason or is it just normal?

It all started with the cameras, the employee said that I could not find the moment on the video, the information when it takes to watch from 1s
. I see that all the cameras are 20 seconds late from the main time on the Internet.
Went to the video server. Synchronized again everything was normal.
Purely by chance I went from my computer to see that everything was fine with time, I measured it with Internet ones for 1-2 seconds behind,
I went to the router (mikrotik rb750gr3) there with time everything is fine second per second.
What is the reason for this behaviour?

@Vladik010101

the reason is the lack of appropriately configured time synchronization on the equipment.

Cameras looking at the Internet? If so, give them time servers, let them synchronize time with the Internet. If not, turn on the ntp server on any windows PC on the network and make the cameras synchronize with this PC. Windows has a built-in ntp server, it's just turned off by default. Enabled by a key in the registry.
