From whom in the USA would you recommend renting a VPS for a proxy with traffic up to 5Tb / month?

You need several VPS to wrap traffic through USA IP. Preferably, a region with a minimum ping to Ukraine.
Now I did it through VPS on Amazon, ping is about 110ms, stable speed through VPN is 50-70 Mbps. But the cost of traffic is very high. 5 TB will cost 461 USD, which of course is not suitable.
Who tried what, tell me, colleagues?

There are no regions in the USA with a minimum ping, no one has yet laid optics straight through the core. Most of the cables go from Europe to the east coast - look for hosting there.
Using clouds for your task with a fee for resources is a ruin. Look for exactly VDS, optionally with balancing between several, in order to multiply the traffic / bandwidth limits.
