On the basis of what to create a corporate system for collaboration, file exchange with versioning?

Good time
There was a problem of interaction between 5-7 departments, a total of about 50 employees of the
Design Institute, for the development of project documentation, followed by the passage of the main state expert review and not only.
Now a simple shared disk has been implemented - a typical file dump in which everyone does what he wants. There is an approximate structure, but there is also a lot of garbage and extra files accumulating ... thanks to saving where you like, and thanks to saving under whatever name you like (like Section 1.X - Power supply systems_1.1-last-last-to-send.docx)
I would like to solve at this stage such problems as structured storage of working files (Word, DWG, PDF), with the possibility of easy access to versioning, and it is also possible to regulate the organization of storage by delimiting access rights. It is desirable to be able to track who added / changed the file when. The possibility of some kind of notification. Desirable in the future docking with BPM programs, schedulers such as Jira, Project ...
The solution should be preferably local, but cloudy is also possible.
We are now looking at SharePoint 2019 Online as a start in this direction, with the differentiation of access rights and writing regulations for working with it on 1 page, in order to understand the principle of interaction among employees (since there is currently no rule for notifying one department, another department, replacing an already verified file with an old file unknowingly and other chaos)
Perhaps someone will be able to direct in the right direction if they cannot suggest something specific ...
