Good afternoon!
When downloading any files from the Internet\attachments from Outlook, they are marked as blocked. Usually, this does not cause any problems, but then suddenly Office 2013 stopped opening these kinds of files until you click "Unblock" in the file properties.

Try in the Word or Excel options in the item "Trust Center" and then "Trust Center Options ..." Disable all checkboxes "Protected View", "Allow network documents to be trusted" in "Trusted Documents", finally add "Trusted Location ". It should help, because, after recovery, all these parameters are reset to default.
