OctoberCMS and Russian admin panel?

Interested in October, installed, normal flight.
I want the control panel to be in Russian.
According to the instructions, I changed the locale in config/app.php to 'ru'.
Nothing changed.
I looked at a pack of videos on YouTube, all of them have an admin interface in English. The Translate plugin seems to be not for this, but for a multilingual site.
How to make an admin panel and a website in Russian?
