Can this cms work with so many pages and will there be performance issues on the server? or is it better to look for other solutions that use the db?

Why not generate a thousand pages and your traffic with some kind of apache benchmark instead of guessing on coffee grounds?

I don't know of any cms for which a thousand pages was a problem.
In general, what is this indicator? Usually at least they are guided by visitors.

There are about 1,000,000 unique profile pages of legal entities on jurist.by. The flight is normal. =)
