Ntp I don't understand what's the problem?

There is a server accessed by the entire security system and many other services. I noticed that the time was very far apart, I started to figure it out, and the deb shows this when typing ntpq -pn. The config is standard and previously there were many pools in the output, and now only the addresses of the server itself. Both server addresses, the second vlan for doors, there is access to the Internet ... Where to wave a shovel?

Write down the custom address.
But first, try to synchronize manually
ntpdate -s time.nist.gov
or
ntpdate -s ntp.ubuntu.com
And show that in /etc/ntp.conf
