Currently on Windows Server 2012, users who do not have permissions to the folder cannot see it at all. As far as I remember, Windows Server 2003 had the behavior I needed.

For 2008R2 - administration -> management of shared resources and storages - right-click on the general folder - properties - Tab "Access", button advanced - Check the box "Enable enumeration based on access"!
