Check if the Windows License Manager service is enabled:

1. Press the key combination WIN+R
   
2. In the Run window, type services.msc and click OK
   
3. Find in the list - Windows License Manager Service and open it
   
4. If it is stopped, start it and set "Startup type - Automatic"
   
5. Do the same with Windows Update
   
6. Check your browser updates and install them if necessary
