Our organization is geographically and functionally distributed. Different changes to the system are made by different employees. Part of the changes that require the attention of the majority, becomes known through mailing. Part of the changes that require attention within the functional module is also transmitted by mail. However, some of the information remains unknown.
Please suggest a program that allows
- informing employees about innovations, news,
- providing information on various topics,
- storing information,
The program should be able to transfer information in a convenient form, as well as configure recipients in accordance with groups.
In fact, it should be an analogue of a mail program, only configured for information about the system / project. With the possibility of structuring information and the convenience of its maintenance (introduction, processing).

The choice of means of communication is not regulated, although correspondence that requires some kind of fixation and coordination must be conducted by mail.
The development is carried out in the SAP system, and therefore the integration of other programs into this system is unlikely.
We need a product that would be profitable for the company to enter information without prejudice to other means of communication.
Something like a knowledge base with a notification system for new records and distribution logic when delivering messages.

We did this in Redmine through discussion requests. One employee can share information with a group of others. Anyone who has been shared with can share with someone else. At the end, the author receives the application back to himself.
