How can I implement a notification to users on the site when a material is created with a certain post type category? In the form of messages in the header, with the ability to close and not show again (remember)

Unfortunately, 15-20 minutes of searching brought surprisingly few results. Most of these plugins are tied to email notifications (in theory, it’s quite easy to remake them, but more on that later).

This is very similar to what you need =) will work immediately. I myself ran the code diagonally and, as it seems to me, it should work - if not immediately, then after small edits.
If this file does not work out, then I think that any "Post Notifications" plugin that sends e-mails to users should be remade to work with the "Admin Notices" functions (the data on whether the user hid the last notification is stored in user_meta, for example).
