Note manager or simple task planner?

Good day. Recommend a program that:
1. conveniently works with task notes
1.1. which can be divided into lists
1.2. and at the same time, the list can have a tree structure
2. it should work under linux, but the version under windows will not be superfluous
3. it can work without the Internet without problems
3.1. and if it is available, it consumes the minimum amount of traffic
3.2. either allows you to manually synchronize changes
4. the program should be free and very convenient
5. preferably not some monster of all trades that allows you to launch ballistic missiles
For now, I decided to stick with wunderlist, but I don’t like it:
1. 45 MB of RAM is a lot for this kind of program, in my case RAM consumption is quite critical, I have only 2 GB, of which usually no more than 500-700 MB are free :)
2. I did not find how to disable automatic synchronization ( I really have the most severe traffic limitation at work, about 10
Mb per day :) ), and it is synchronized almost once every 10 seconds such a huge size
What does not matter or is unimportant
1. dates, calendars and notifications, mailing lists
2. whistles and fakes
3. synchronization with other PCs or devices - I can do without it
I also tried evolution, did not find how to make tree-like lists, and in general it seemed very inconvenient.
PS perhaps this is important - the Internet is through a proxy.

Not a desktop application, of course, but everything you said + applications for android / iOS, etc. can do it. etc.
At the expense of traffic - I did not check it, but I think not much.

A conflicting set of requirements. From my own experience:
1) emacs org-mode. A very sophisticated tool, but if there is no desire to go deeper, then you can use a subset of the possibilities
2) workflowy.com - a mega-convenient Internet outliner, however, did not check whether it works in the absence of a connection.

If synchronization is not critical for you, why not just firewall wunderlist?
