Not sending messages over SMTP (Swift Mailer)?

I use Swift Mailer, php 7.3 to send emails. When I try to send via SMTP (Yandex, Google, Mail.ru, etc.) I get an error:

Swift_TransportException: Connection could not be established with host smtp.yandex.ru

. What could be the problem? Sending parameters: server: smtp.yandex.ru; SSL: Yes port: 465.

Try TSL and port 587. If it does not help, send the config where you enter all the settings
