Not respecting copyright or reposting and there is no need to make noise here?

Walking on Google in search of information I need, I stumble upon a site in which some user cross-posts articles from Habr, while there is no indication of authorship or links to the source, and when viewing a separate article, one gets the impression that he is the author. Actually the question is: is there a copyright infringement in this and does it make sense for the authors of the articles to raise a fuss with the owners of the project?

Just recently I also came across this site. There is an article that was banned here, no comments, no links.
Probably the administration of habr should drop them.
