How to confirm the right to broadcast a TV channel in the iOS application?

For a small regional TV channel, an iOS application was created, which broadcasts only programs of its own production and does not contain third-party programs protected by copyright.
When trying to publish the application in the App Store, I was refused with the following reason:
8.5 - Apps may not use protected third party material such as trademarks, copyrights, patents or violate 3rd party terms of use. Authorization to use such material must be provided upon request

We found that your app includes features for streaming TV channels, the content of which may be copyrighted. The use of third-party copyrighted materials requires documented evidence of your right to use such content in your app.
We've attached screenshot(s) for your reference.
Pursuant to the terms of this agreement, you represent and warrant that your application does not infringe the rights of another party, and that you are responsible for any liability to Apple because of a claim that your application infringes another party's rights. Moreover, we may reject or remove your application for any reason, at our sole discretion.
