nginx upload speed limit?

It is required to somehow limit the global speed of distribution of statics for nginx.
On the Internet, I only come across instructions on speed limits for clients / ips / requests, but you need to make sure that the total speed of all clients does not exceed N Mbit / s.

As far as I understood, nginx can only limit the speed on the client. The firewall will help you

If anyone is interested, the solution through nginx did not work out, they decided radically - they raised another interface, and the old one was limited through wondershaper ... It looks crooked, but the main thing is that it works as desired.
