In alternative builds, nginx met a patch for the implementation of such a plugin, catap wrote it in my opinion.

If anyone is interested, the solution through nginx did not work out, they decided radically - they raised another interface, and the old one was limited through wondershaper ... It looks crooked, but the main thing is that it works as desired.
