News in the application. How best to implement?

I am writing a small manual for the game. I want to make a news feed so that it is loaded from the server (there is no website and API, the server is available). I myself am just a beginner programmer (I read several small tutorials and watched several video tutorials).
The essence of the question is how it is better (and easier) to implement. Where (and preferably where) to start looking for material.
I also consider paid programming lessons, for a reasonable price.
