Installing Resolving Android Dependencies fails?

As I understand it, there was a problem when setting up the root project PlayServicesResolverGradle
It was not possible to resolve all dependencies for the “classpath” configuration
And it is not possible to load the metadata of the module called descriptor as I understand it.
And Resolving Android Dependencies Issues a file and does not go through to the end of the download, maybe this is the problem?
