New battery not charging?

Lenovo Z500 battery stopped charging. The status was "connected, not charging." bought a new battery. It shows "7% available (connected, charging)", but the charge level does not change.

In aida's output, voltage is confusing. The battery is 14.4V.
I tried to flash a new firmware from the lenovo website, but I constantly get an error that the operating system is not ready (I have Windows 8.1 x64), or a couple of times I managed to force it to install something, but when I rebooted, it hung on a black screen until I manually turn off the power, and after that everything booted normally.
Drivers removed and reinstalled several times. Bios reset.
upd. At the beginning of the loading of the operating system, the charging animation is played, and then stops.
upd. Booted for fun in Ubuntu live usb. It also doesn't charge. Shows 6% charge. When you pull out the power supply, it instantly turns off.

As usual - either software or hardware. For iron: open the battery (at least the old one), measure the voltage on the cells. If it is the same and within the limits allowed for LiIon (3.0 ... 4.15 volts), then the problem is not in the battery, and you can try to charge it from something external. Since this external one does not always provide balancing in multi-cell batteries, you can try to charge the cells separately, for example, by connecting each one individually with wires in turn to an old mobile phone instead of a standard battery. The final voltage of all elements should reach 4 ... 4.1 volts. Then assemble the case and see how the battery behaves in the laptop. An "iron" malfunction can also be in the charging circuit of the laptop - then it is not subject to you, you must carry it to professionals.
As for the software, it's more difficult, up to reinstalling the battery drivers and Windows itself. All that can be advised here is to stupidly try all the options, because the alternative is the loss of the laptop.
