Neural networks and machine learning?

Are neural networks and machine learning two different concepts? After all, machine learning is performed on pre-prepared data, and they do not seem to be needed for a neural network - I came up with the following definition: A neural network is an algorithm that is able to refine the input parameter itself.

A neural network is a certain entity. Machine learning is a process. There is neural network training. There are neural networks without training. There is training not neural networks. Total - these are two different concepts, but you can connect them.
