Shelf for 15 rubles? No, are you serious? Before you undertake to make such decisions, I strongly advise you to sit down and write a hundred times with a pen on a piece of paper:
POPADALOV Only entry-level Synology can be stuffed into such a budget - with a basket for one disk, and the disk will naturally be desktop, not raid. Access - DS Cloud, works both directly, by port forwarding, and through the gate of the synology itself (by registering on it)
The cost of a good Synology shelf with good disks can go off scale for a hundred thousand.

you want great and convenient functionality for 1.5 kopecks, the boxes seem to be installed, configured and forgotten, they cost more. Look towards solutions from QNAP or Synology. If you really want to save money, build your own NAS.

With such a budget, only a paid subscription to the same i.disk or any other services that provide Storage-as-a-Service.

In such a budget, yes, for 100 users, you need to take and assemble it yourself. Or buy a bu server somewhere, but again, do-it-yourself setup.
