Need to register Paypal outside of Russia, what are the pitfalls?

PayPal is needed, use case is as follows:
1) Receive transfers from Americans in USD.
2) It is possible occasionally to replenish it yourself through Payoneer.
From this account, no transfers to/from Russia are planned at all. Purely external transactions in dollars only.
I have 2 citizenships, but now I mostly stay in Russia. I plan to move to Thailand and do business from there. In this regard, the question arose: do I need to register with PayPal through a VPN?
If I just register from Russia, what are the chances that I will just be forced to assign a Russian account, with a commission in rubles, a commission for cross-border transfers (cross border fees) and similar problems?

  • Not all country accounts allow you to accept incoming payments.
  • Policies and withdrawal methods vary from country to country. But usually to a local bank account.
  • I even remember that various commissions also depend on the account country

Yes, and the IP address will be written to the log during registration. I would advise you to register (ideally and continue to use) with the IP of the corresponding country. And preferably not from public / free proxy / vpn / tor nodes, but at least a private VPS server
  • PayPal in its policies did not prohibit having several accounts, but only from the position of how many citizenships / residence permits - the same number of accounts.
  • Most of all, I would be afraid of account verification, especially those related to the address. You must be ready, if necessary, to send a photo of an identity card / passport of the corresponding country, as well as a photo of a utility bill / bank statement in your name from a local bank
