Need help choosing a language for your graduation project?

Theme of the graduation project: Development of an automated information system for the design and recording of patient histories in the hospital.
Problem: To put it mildly, I have almost no skills in my specialty. You can throw slippers (yes, I know how useless I am), etc., but at least at the end of the training I want to improve and finally do everything myself (well, not without your help, of course). I am a perfect zero in programming. Unless you have basic knowledge of C#. Purely theoretically, I roughly imagine what kind of system it will be. There is a huge motivation to start something to sit and study, practice, write. While there is still time to write a diploma, I am calm and ready not to sit in a hurry and delve into everything. But the problem is that I don't know where to start.. What language should I choose? What literature to read on this topic? As I understand it, I will need to use some kind of DBMS for my diploma (do not pay attention, if the question seems crazy to you)? How do you put all this mosaic together?
Z.Y. I chose the topic through ready-made graduation projects on the net about six months ago .. mine already has one written in Delphi 7.0 DBMS. But now I realized that I want to do my own from the very beginning (and I would most likely have to).
I would be very grateful if you could guide me on the true path of redemption for my wasted years at the university.
