University choice

Hello, habr, help with the choice of university.
Points:
Russian - 70
Mathematics - 68
Computer science - 73
Total: 211, there is physics in reserve, for which there will also be about 70 points.
So it goes.
I could blame the ministry here for a long time, which, carrying out instructions from above, underestimates my scores on fully scheduled and solved scores, but, damn it, I have to proceed from what I received.
I choose a university with an IT faculty, it is highly desirable in Moscow, otherwise in a city from the Southern Federal District, but in this case with a hostel.
I myself write on rails, i.e. if the web focus will be very convenient.
Taganrog do not offer, I'm already considering :)

I myself studied at MIET (http://www.abiturient.ru/). Here are the admission figures for 2012 - www.abiturient.ru/important/ .
If you are interested in programming - apply for MPiTK, if circuitry or nanotechnology - ECT.
There is a hostel (5 buildings - here www.swamp.ru/blogs/any/tags/11/1219/ you can see how it looks outside).
From my own experience I will say this:
I trained in ECT (originally went to nanotechnology), but eventually graduated with a bachelor in circuit engineering. Now I work as a programmer. I did programming myself, so in general, studying at the university gave little, the main thing is the head on my shoulders.
And as far as I know, programming is taught only in C, C ++ (mostly). There are various courses for sysadmins and web progers, but I did not go to them.

also thinking about the choice. It is also desirable to be web-oriented, but I write in php / js. Basically, it doesn't matter what kind of programming, as long as there is less of everything else (physics, mathematics, etc.). Also Moscow. I will take exams already at the university, so I am generally free to choose, as I understand it :)

If you are ready to study hard, I advise the Higher School of Economics, Department of Software Engineering. With such scores, you won’t get through to the budget (last year it was 275 out of 300), but it’s no problem for commerce. If you are at the top of the rating during the first year (which is quite realistic if you set such a goal), then you will be transferred to the budget without any problems. I understand that training is expensive (about 300k per year), but it's definitely worth it. You can try to get an educational loan, some banks cooperate with HSE. Xlab wrote about the branch.
Programs are more modern and teachers are more adequate to find in Moscow (I didn’t know about other cities) IT education is not easy.

If you are underestimated, file an appeal.
You have 138 + [73/70], without any reserves. It seems that only in Moscow State University and the tower there are specialties where you need 4 exams, but I'm afraid you won't have enough points there.
I'm not sure that all universities know what php is, and even more so about ruby, and even more so rails. I advise you to choose institutes as follows:
1 in which the passing score is lower than yours in the last admission
1 opposite to the previous one
3 to choose from within your scores ± 15
