Mystique with D-Link DES-1008D

There was a need to connect several devices to one power outlet and this “miracle of technology” was bought as the simplest solution. Immediately, completely inexplicable phenomena began.
Starring: a computer that receives an IP address via DHCP, an IP camera with a fixed IP address, and a cable that connects the switch itself to a wall outlet. At the other end of the outlet is a Cisco 2960. If both the PC and the camera are connected to the switch, the PC cannot obtain a network address from the DHCP server. We tried to connect a second PC instead of a camera (also DHCP) - only the computer that was turned on first receives the address from the server. Included in the second server does not see. And so in all possible combinations.
We've thought about all the options.

It looks like there is a limit on the number of MAC addresses on the Cisco port or something similar.
