As I can see, the delay jump starts on the seventh hop to the TTK.
From this I have a question. Whether I correctly interpreted the data output and the problem is on the part of the provider. Or not correctly and the problem is in Mikrotik.

Since your ISP has already transferred the packet to another ISP, there may be a backup connection or a low priority channel right now.
there is no search for fault in mkirotik, you need to deal with the provider.

Komyak is clearly at the transtelecom. In the same place it is direct it is visible as a ping jump. If there is a vpn in another country, try to let it go through it, I think the problem will be solved
