Municipal formations (districts) of Moscow and St. Petersburg in FIAS

A question for those who used the FIAS database : do I understand correctly that municipalities, districts (a la Shchukino, Kapotnya) of Moscow and St. Petersburg are not represented in the database? In the "non-federal" cities, I was able to find the districts included in them in the database, but in Moscow and St. Petersburg - not at all.

I am looking through the AOLEVEL attribute, gradually descending from the subject of the Russian Federation (AOLEVEL 1), further to the city (AOLEVEL 4). The districts of "non-federal" cities at this level are sister (if you represent the hierarchy in the form of a tree) in relation to the city whose district they are, and are located through AOLEVEL 3.

And the districts of Moscow (namely, the districts, and not the cities of Zelenograd, etc. included in Moscow, etc.) , as well as villages) are not even named, without AOLEVEL.

I won’t speak for the new base, but in the old KLADR 4.0 (FIAS is also published in this format), there were simply no municipalities in Moscow.
