Can you please tell me which contextual mobile advertising networks allow you to target ads based on the user's location?

Actually the question is in the title.

I read that almost Adsense is able to issue ads based on the user's location. Is it so? It is the location by (A)GPS that is of interest, and not by IP (not geotargeting within the country / city).

Interested in mobile advertising - in applications, mobile search.

Thanks in advance for any help on which way to dig.

I think none.
I recently researched the mobile advertising market - I did not come across such solutions.
So far, the proposals exist only in the form of well-known formats adapted for mobile devices, and what you want is a new development.
