Moving to Moscow (ZP)

I work in a company that is part of the holding, as the head of the IT department (4 people). The central office of the holding in Moscow. The holding includes 6 companies in different cities. The holding is small, about 600 people in all companies, is engaged in the development and production of radio-electronic equipment. There is no central IT management. So far, all IT departments are autonomous. I was offered to move to Moscow and head the central IT service being created. In the service, one person is planned to support the office for the time being, the tasks will include coordinating the work of local IT departments and general IT management.
Question: what is the salary level in Moscow for such positions?

Let's look at a good monthly "package" in a complex
- salary (dirty) - 130,000
- bonus - 20%
- VMI for yourself and family members
- compensation for using a car - 10,000
- rent an apartment - 30,000 + 10,000 for each family member
- travel home once a year
- daily allowance when traveling on a business trip - 1000 rubles per day
+ lifting fees for moving
Remind me if you forgot something.
If there is a desire to settle in Moscow, buying an apartment on a mortgage results in 50-80K monthly payments for 10-15 years.
Probably, it is worth proceeding from such calculations.

There is not and never will be an “average” salary level for such positions, this is a matter of bargaining. Evaluate your costs, the desired standard of living (renting quality housing in Moscow is quite expensive), correlate them with the amount of work, risks and prospects. Put in the possible absence of a salary increase (you should know better), the probability of receiving bonuses, and ask for 30-50% more, and then bargain.
Taking into account the crisis, the size and production orientation of the enterprise, I see 100 thousand per month as an amount below which it is impossible to fall in any case. In the financial/commercial sector, this would be one and a half times more. But here, again, you need to think about the future and life goals.
