Modern software for developing a simple application or a prototype application?

You need to quickly throw in a simple utility with simple functionality, but a rather voluminous user interface. Previously, Visual Basic was suitable for such purposes.
Something similar, but modern, without exhausting configuration, installation and configuration of various components, plugins and other dances with a tambourine - to work out of the box - installed - poked - wrote a couple of lines - and voila!

IMHO:
if with forms - then you can use something from the .net family (the same VB.NET, since you mentioned BASIC)
if without forms - python
if without active interaction with the OS - then you can throw on JS in the browser
