How to create a programmatically managed virtual disk?

You need to create a virtual disk in Windows/MacOS with programmatic control (programming language is not important). For example, so that when a directory is requested, all the information would be generated by the software, and in the system it would look like real files. Accordingly, during the events of opening, reading, writing, closing, and all this, the events also flew to the software, in the system it would look like a native disk.
An important point is the need for the physical absence of real files that will be displayed in a virtual disk.
